To apply for a license access the POSSE CUSTOMER PORTAL:
Click on "LOG IN/REGISTER" and then "Sign up now" to register with your email address. You will be sent a verification code to your email address to activate your User Name. After you enter the code; you will create your password to access your account.

Providing inaccurate information or failure to provide all documents requested could result in your application being rejected. There are NO REFUNDS for incorrectly submitted applications.
The following items are required to be uploaded with your application:
- If purchasing the business of an existing liquor license and will be applying for a Temporary Operating Permit:
- Application for Temporary Operating Permit (found below under FORMS)
- Alcohol Inventory (Quantity, Brand Name and Container Size)
- Lease/Deed/Purchase Agreement in the name of the applicant (LLC, Corporation, Individual)
- Premises Diagram
- Business Plan
- Privacy Act Statement & Fingerprint cards for the president, manager, and anyone owning over 25%, and any participating spouse
Once you have submitted the application, an email will be sent to the president, manger, and anyone owning over 25% for an Individual History Request to provide their personal information. The manager and their spouse will be required to submit a copy of their US Birth Certificate or US Passport and proof of Nebraska voter registration.

Please visit the Nebraska State Patrol website at:
- Beginning August 1, 2025 the fee for a background check will increase to $55.00. Any payments received after August 1, 2025 for the incorrect amount will be returned to the payee.
- Only fingerprints taken at a Troop Headquarters Livescan location will be sent to NSP/CID.
- If you are fingerprinted at any other location you will need to mail the fingerprint cards to the NLCC office.
- Review your fingerprint card before signing to ensure that all information is complete and accurate. See the image below for the required information:

Special Designated Licenses (SDLs)
To license a “mobile bar” you would first have to receive a retail liquor license with the catering endorsement. You will have to have a brick and mortar location that is zoned for alcohol sales per local ordinance and will pass health and fire code, and receive approval from the local governing body.
You would then apply for a Special Designated License (SDL) for each event where you would serve alcohol - Special Designated License (SDL).
